Non-Council Member States

More than 60 United Nations Member States have never been Members of the Security Council. The States which are members of the United Nations can participate without a vote in council discussions when Council thought that the Country’s interests are affected, even though they are not Security Council members.
The members and the non members of the United Nations can participate in the council discussions without a vote, but the non members of council should follow some conditions made by the council.
